Father of Saigou Teruhiko 西郷 てる彦 and owner of okama club by the name of 「かまっ娘倶楽部」kamakko club.
Background
A past Joui fighter more senior than Katsura Kotarou's generation, he was well-known at that time as the powerful "白フンの西郷" aka White Loincloth Saigou. Now as one of the 4 Devas of the Kabuki District, he is known as 鬼神•マドマーゼル西郷 Fearsome God Mademoiselle Saigou.
He married his wife and had a son but after his wife dies and without a maternal figure, he decided to cross dress and became an Okama.
Appearance
Saigou Tokumori himself dresses as a woman, wearing a kimono.
When he is in battle, he would wear just his loincloth.
Personality
He is fiercely protective towards his fellow transvestites which is reflected in attack of anybody who insults them. One of his punishments for people who express disgust or hatred towards transvestites is to work at the club and dress as a transvestite to instill empathy.
Strength & Abilities
He has quite formidable strength shown when he throws around a Spot, a fearsome beast, almost effortlessly (verify with episode (i think 24) and link to Spot's page). However, he was bested in strength by Kagura though it should be noted that she is still a powerful Amanto but it is hinted that he held back in the fight.
He usually fights with his bare hands but he used a hammer during in the 4 Devas of the Kabuki District arc.
Story
In Episode 24 which he appeared, he forced Gintoki and Katsura to crossdress, after they showed disrespect about his crossdressing disposition.
