Kobayashi (小林) is the parody of Dragon ball's 悟空 Goku.
Story
In Episode 119, when he realised that the 7 balls he was seeking (to revive Grillin) were 'dripping wet' balls and not 'slippery' balls. He asked the Dripping Wet Dragon for 'dripping wet panties' instead of reviving Grillin.
